Cyprus Residency by Investment

Cyprus Permanent Residency Program offers the opportunity for those acquiring property to establish a Mediterranean home and becoming resident in Cyprus.

Why invest in Cyprus? You and your family will freely live in Cyprus, gain access to the advanced health care and educational system, and even engage in business: permit holders have the right to own and start a business in Cyprus or establish a Cyprus company as an intermediary for export trading throughout the world, thus benefiting from Cyprus’ excellent business and tax advantages.

Overview

Cyprus permanent residency grants foreigners the legal right to reside in the country indefinitely. While it does not automatically confer citizenship, it provides access to healthcare, education, banking, and business opportunities. Permanent residents cannot vote or hold public office, but they enjoy most other rights similar to Cypriot citizens

The residency card is typically renewed every five years, and the status can cover the applicant’s spouse and minor children

  1. Investment (Fast Track / Golden Visa)
    • Minimum investment: €300,000 in a new residential property, plus VAT
    • Applicants must demonstrate annual foreign income: €50,000 for a single applicant, €65,000 including a spouse, and €75,000 for each minor child
    • Residency is granted within 6–9 months, and investors are not required to live full-time in Cyprus. The investment can later be sold if citizenship or ordinary permanent residency is obtained
  2. Long-Term Residence
    • Residing in Cyprus for five years with a valid temporary residence permit can lead to permanent residency
  3. Employment or Business Ownership
    • Securing permanent employment or establishing a company registered in Cyprus can qualify for permanent residency
    • Investors working for their own company must bring capital of approximately €260,000 from abroad for business activities

Benefits of Permanent Residency

  • Access to EU lifestyle: Education, healthcare, and banking services.
  • Family inclusion: Spouse and minor children can be included in the application
  • Business opportunities: Residents can run businesses in Cyprus, though employment under investment residency is restricted
  • Pathway to citizenship: After 7–8 years of permanent residence, applicants may apply for Cypriot citizenship, gaining full EU rights and visa-free travel to 174 countries
  • Tax advantages: Non-domiciled residents may benefit from zero percent tax on passive income for up to 17 years

Considerations

  • Permanent residency requires maintaining investments and visiting Cyprus at least once every two years for investment-based residency
  • Cost of living in Cyprus is relatively high compared to some other EU countries, and access to other countries is primarily by air
  • The official language is Greek, but English is widely spoken, facilitating adaptation for expats
Cyprus offers a flexible and accessible permanent residency framework, making it an attractive option for investors, retirees, digital nomads, and entrepreneurs seeking EU residency benefits.
